Minister Fraser recently introduced changes to Express Entry that employ a category-based selection process. These changes address labour requirements that align with identified economic goals and enhance Francophone immigration by inviting candidates with specific work experience or language proficiency to apply for permanent residence.

Today, the Minister of Innovation, Science and Industry announced the forthcoming opening of the first STEM-focused round of category-based selection draw, scheduled for the week of July 5. This round will primarily target candidates with expertise in STEM fields such as data science, software development, programming, mathematics, statistics, actuarial science, and electrical and electronics engineering.

Express Entry serves as Canada’s primary application management system for individuals aiming to immigrate permanently through the CEC (Canadian Experience Class), the FSWP (Federal Skilled Worker Program), and the FSTP (Federal Skilled Trades Program), and a portion of the Provincial Nominee Program (Express Entry Based Program).

When will category based rounds of invitations start?

In June 2022, the Canadian government introduced amendments to the Immigration and Refugee Protection Act, enabling the selection of immigrants based on essential criteria that align with economic priorities, such as specific work experience or proficiency in French.

On May 31, 2023, IRCC announced the historic launch of category-based selection, a novel process designed to welcome skilled newcomers with work experience in priority occupations as permanent residents.

On June 28, 2023, IRCC Canada announced its First-Ever Express Entry Category Based Selection Draws invitations for skilled newcomers with STEM experience in Healthcare occupations. The next one is scheduled for the week of July 5, 2023.

The determination of this classification resulted from extensive consultations with provincial and territorial partners, stakeholders, and the public and a comprehensive review of labour market requirements. A complete list of eligible occupations for the newly established classifications can be found on the IRCC website.

Immigration Canada plays a vital role in Canada’s labour force growth, accounting for nearly 100% of the increase and addressing labour shortages in significant sectors. From 2018 to 2022, admissions through the Federal High-Skilled program constituted approximately 34% to 40% of French-speaking admissions outside Quebec.

Types of rounds of invitations

1-General rounds of invitations

2-Program-Specific rounds of invitations

Top-ranking applicants qualified for a particular Express Entry programme are invited in rounds of invites relevant to that programme. The IRCC would only invite applicants eligible for the PNP, for instance, if IRCC was hosting a round just for the Provincial Nominee Programme (PNP).

3-Category-Based rounds of invitations

The IRCC Minister creates a category for invitation rounds based on categories to achieve a specific economic purpose. The top applicants in the pool who are qualified for this classification are then invited.
