Digital Tools Benefit Immigrants To Access Better Information

On February 08, the IRCC announced they are expanding online application status trackers (Digital tools transformation) to four new permanent residence application categories. This recent move increases transparency by giving immigrants and their representative’s direct access to the information IRCC would provide if they contacted them. So, the immigrants can use online status trackers to monitor their applications and stay informed of any updates that need to be taken to keep their files moving.

The new online trackers (Digital tools transformation) are introduced for Express Entry candidates, meaning the Canadian Experience Class (CEC), Federal Skilled Workers Program (FSWP), and Federal Skilled Trades Program (FSTP), in addition to Provincial Nominee Program candidates (PNPs)-Enhanced Nominations. 

Express Entry and the PNPs are the two most popular economic immigration pathways for potential immigrants. In 2023, Canada expects to welcome nearly 190,000 immigrants via the two pathways combined and the digit is expected to exceed 230,000 by 2025 as per Canada’s Immigration Plan 2023-2025.

Background

Online application status trackers (Digital tools transformation) for citizenship applications were launched in May 2021, and for immigration applications in February 2022, beginning with the spouse, partner, and dependent child sponsorship categories. Express Entry applicants and their representatives can now track the status of their applications for the Canadian Experience Class, Federal Skilled Worker Program, Federal Skilled Trades Program, and Provincial Nominee Program online.

Improving online tools is critical to the Government of Canada’s efforts to improve customer service. Over the last year, IRCC has improved to address critical issues confronting those using the immigration system. Online application status tracking will be expanded to include more types of applications in the coming months.

Improving the Canadian immigration system requires focusing on people, families, and communities. It entails giving Canada a competitive advantage in the global labour market and supporting Canadian industries. It also entails being adaptable to international humanitarian crises and assisting people when they are most in need.

It is critical to have an inventory of applications for Canadian Immigration programs to meet the annual immigration targets and achieve Immigration goals. A list includes all applications for a program that have not yet been approved. This includes applications processed within IRCC service standards and a backlog of applications in IRCC inventories for longer than their service standards.

IRCC manages over 1 million applications from their inventories at any given time. In 2022, IRCC completed over 5.2 million decisions across our business lines. IRCC is taking steps to reduce application backlogs in their inventories. Its target is to process 80% of applications under its service standards. It allows for anticipated delays in very complex cases or when IRCC require additional information from applicants before finalizing their files.

Transitioning to online Permanent Residence applications

Immigration, Refugees and Citizenship Canada (IRCC) are transitioning to 100% online applications for majority permanent residence immigration programs to modernize Canada’s immigration system and improve client service.

Some applicants have been able to apply online for permanent residency immigration programs through the Permanent Residence Portal since March 31, 2021. This online option allows applicants to apply from their devices and receive immediate confirmation that their application has been successfully submitted. The portal has been expanded and is now available to most permanent residence programme applicants.

IRCC began transitioning to 100% digital tools transformation applications for most permanent residence programs on September 23, 2022. Now, the IRCC website has more information on how to apply online and the alternative submission process. Applicants who cannot apply online and require accommodations, such as those due to a disability, can contact IRCC to request an alternative format.

Government of Canada’s Immigration Levels Plan for 2023-2025

On November 1, 2022, IRCC (Immigration, Refugees and Citizenship Canada) released details on the Government of Canada’s Immigration Levels Plan for 2023-2025. Canada aims to welcome 465,000 new permanent residents in 2023, 485,000 in 2024, and 500,000 in 2025.

Express Entry

Canada‘s most common route for new permanent residents to immigrate is still Express Entry. The Federal Skilled Worker (FSW), Federal Skilled Trades (FST), and Canadian Experience Class (CEC) are the system’s three main federal economic programs. The goals for principal applicants, spouses, and dependents who land through Express Entry will increase to 82,880 in 2023, 109,020 in 2024, and 114,000 in 2025.

Provincial Nominee Programs (PNPs)

The PNPs will continue to be Canada’s top admissions program for immigrants from lower socioeconomic groups, and its goals will rise to 105,500 in 2023, 110,000 in 2024, and 117,500 in 2025.

Family Sponsorship Class

The goal of IRCC is to reunite families as well. The Immigration Levels Plan’s second-largest permanent residence class after economic class programs is Family Sponsorship Class. Programs for family-based immigration require sponsors to be a spouse, partner, children, or other immediate family members. Under the Spouses, Partners, and Children programs, Canada will continue to seek to accept about 80,000 new immigrants each year. The Parents and Grandparents Program’s target population will increase to 28,500 in 2023, 34,000 in 2024, and 36,000 in 2025.

Refugee and Humanitarian Class

Under the Immigration Levels Plan, allocations for refugees and humanitarian-class immigrants are also made. Canada has a long history of providing sanctuary to refugees escaping dangerous conditions in their native countries. Due to its continuous efforts to accomplish many programs, such as accepting almost 40,000 Afghan migrants, Canada now has high humanitarian class targets. In 2023 and 2024, the refugee class aim will be just over 76,000 additional landings before falling to 72,750 in 2025. The humanitarian class aim follows along, falling from almost 16,000 in 2023 to 8,000 in 2025.

French-Speaking Immigrant

By 2023, the Canadian government wants to expand immigration of French-speaking people to a target of 4.4% outside of Quebec. Based on the complete ranges for admissions outside of Quebec, this range indicates how many entries within the federal-level plan would be necessary to reach that goal in 2023. This estimate could need to be updated if Quebec submits its strategy for immigration numbers in 2023.
