Quebec Immigration Plan Released For 2023
The Quebec Immigration Level Plan 2023 was unveiled on December 8, 2022. Up to 52,500 new permanent residents could be admitted in that year. The Quebec immigration strategy for 2022 has the same goal in mind for 2023.Â
The Immigration Department of the Quebec government presents its immigration strategy each year. The document specifies the categories in which the province will admit the amount of new permanent residents it plans to accept in the upcoming year. Plans have only been made public thus far that include goals for the upcoming year. However, a consultation will be held in 2023, after which the province will draft a multi-year plan starting in 2024.Â
As per Quebec Immigration Level Plan for 2023, the province’s economic immigration initiatives, such as the Quebec Skilled Worker Program (QSWP) and the Québec Experience Program (PEQ), will account for most new admissions.Â
The economic group, with a maximum objective of 33,900, accounts for the highest percentage of newcomers—more than 65% of anticipated admissions. The province anticipates accepting up to 29,500 qualified employees and 4,300 business immigrants, including investors, business owners, and self-employed. The remaining 18,100 new permanent residents are expected to come from family reunification, refugees, and other and other immigration programs.  Â
Francophone Immigration Strategy
One of the main principles of The Coalition Avenir Québec, which won the most seats in the National Assembly of Quebec in 2022, is safeguarding the French language in Quebec. The new approach of the Quebec Immigration Level Plan strongly emphasizes selecting immigrants who speak French well. According to the Ministry of Immigration, Francization, and Integration, 66% of immigrants in general and 79% of economic immigrants are expected to speak French fluently in 2023.Â
The CAQ party wants to cap immigration to Quebec to 50,000 per year because of the difficulty of integrating newcomers into Quebec society, particularly those who must learn French, so this is the maximum number of immigrants that Quebec can support, even though Quebec can accept more immigrants according to the Canada government’s immigration plan.
Why Quebec has a unique immigration system?
Only Quebec has complete control over its economic immigration admissions, including Quebec Immigration Level Plan. The Canada-Québec Accord gave the province control over establishing its admission goals in 1991. Québec is solely responsible for selecting immigrants destined for that province, and Canada is responsible exclusively for admitting immigrants to that province.Â
In other words, Canada shall admit any immigrant destined for Québec who meets Québec’s selection criteria if the immigrant is not inadmissible under Canadian immigration regulations. Canada shall not accept any immigrant into Québec who does not meet Québec’s selection criteria.Â
Does Canada set the Levels of immigration for Quebec?
Considering Québec’s recommendations on the number of immigrants it wants to welcome (Quebec Immigration Level Plan), Canada determines the total number of immigrants for the country each year.Â
Québec undertakes to pursue an immigration policy that has as an objective the reception by Québec of a percentage of the total number of immigrants received in Canada equal to the rate of Québec’s population compared with the people of Canada with having the right to exceed this figure by five percent of the Canadian total for demographic reasons.Â
Out of the total number of refugees and people in similar situations that Canada receives, Québec commits to accepting a percentage that is at least equal to the percentage of immigrants that it commits to accepting to fully assume its responsibility for the reception of immigrants based on humanitarian considerations.Â
How do I immigrate to Quebec?
The federal and provincial governments must both approve any applicant for Quebec immigration. Using its criteria, the Province of Quebec will evaluate and choose you. The candidates must apply directly to the Quebec province through one of its immigration programs. Â
Candidates who meet program requirements and are chosen by the Quebec Immigration office will be given a Certificat de sélection du Québec (CSQ) and any accompanying family members. This document demonstrates that the Province of Quebec has accepted you as an immigrant and was produced by the Ministère de l’Immigration, de la Francisation et de l’Intégration du Québec (MIFI).Â
Once candidates have a CSQ, they must apply to the IRCC for permanent residence and pass the necessary medical, security and criminality checks.Â
