It is the fourth Canada Express Entry draw for all programs in 2023. In addition, it matches the previous record of 7,000 candidates invited on March 15 of this year as the second-most significant all-program draw ever. The most recent draws have all been program-specific, the majority PNP-only and one for FSWP candidates.

There was no program specified for the draw, therefore that invitations were sent to applicants from all three Express Entry programs:

  1. Federal Skilled Worker Program (FSWP),
  2. Canadian Experience Class (CEC), and
  3. Federal Skilled Trades Program (FSTP)

in an all-program draw. As in the previous all-program draw, in round #243, the cut-off score remained high at 484 points. So far, Canada has issued 30,559 ITAs under all Express Entry draws in 2023.

Express Entry Draw

Last year, the federal government passed legislation allowing IRCC Canada to choose applicants through Canada Express Entry based on criteria other than the overall score, such as educational background, professional experience, or competence in an official language. Although category-based selection has yet to be used, Arnika Visa anticipate it will be shortly.

Four program-specific draws have been made since the last all-program draw, three open to PNP candidates and one available to FSWP candidates. On March 1, 2023, only 697 individuals who were eligible in the most recent PNP-only draw obtained ITAs.

Before 2023, all Express Entry draws between July and November 2022 were all-program draws that invited over 1,000 applicants. As the minimum CRS score dropped, so did the number of invites, which continued until November 2022.

A report by the IRCC Canada that summarises the Express Entry Canada data for 2021, which was a particular year in the program’s history, has also been made available. All-program draw was put on hold beginning in December 2020 due to COVID-19 to reduce the immigration application backlog brought on by travel restrictions and border closures. Candidates for the Provincial Nominee Program (PNP) and the Canadian Experience Class (CEC) continued to receive ITAs from IRCC Canada from December 2020 to September 2021. There weren’t all-program Express Entry draws in 2021, and all 42 draws for PNP and CEC were program-specific. No ITAs were given to FSWP or FSTP applicants.

64 percent of the 114,431 ITAs awarded in 2021 went to candidates between 20 and 29 who received 100 CRS points under the Comprehensive Ranking System. A contender receives fewer points as they approach 30. Some ITAs were granted to candidates abroad, while most ITAs were provided to applicants already temporary residents of Canada.
