First-Ever Category Based Selection Draws – Healthcare Occupations
Today, Canada announces its First-Ever Category Based Selection Draws Express Entry invitations for skilled newcomers with STEM experience in Healthcare Occupations.
The Express Entry system has been redesigned to create a more streamlined and efficient pathway for individuals specializing in Science, Technology, Engineering, and Mathematics (STEM), acknowledging their significant value and potential for transformation. This adjustment aims to prioritize the selection of skilled newcomers with STEM expertise to meet the increasing demand for talent and fill crucial positions contributing to the nation’s economic growth and technological progress.
In response to labour shortages in critical sectors throughout Canada, immigration has played a vital role in bridging these gaps. Minister Fraser recently introduced changes to Express Entry that employ a category-based selection process. These changes address labour requirements that align with identified economic goals and enhance Francophone immigration by inviting candidates with specific work experience or language proficiency to apply for permanent residence.
Today, the Minister of Innovation, Science and Industry announced the forthcoming opening of the first STEM-focused round of category-based selection draw, scheduled for the week of July 5. This round will primarily target candidates with expertise in STEM fields such as data science, software development, programming, mathematics, statistics, actuarial science, and electrical and electronics engineering.
What is the objective of Express Entry Category based selection draws?
The objective is to support Canada’s science and technology sector by attracting skilled professionals who drive innovation and contribute to business growth.
This announcement signifies a significant milestone in Canada’s commitment to attracting top global talent and solidifying its research, development, and innovation leader position. The emphasis on inviting more skilled workers in STEM professions through category-based selection aligns with Canada’s dedication to welcoming in-demand professionals into communities nationwide.
These Category Based Selection Draws will continue alongside general invitation rounds throughout the year, with further details to be announced in the following weeks.
This announcement reinforces the Government of Canada’s ongoing efforts to retain and recruit exceptional candidates to address the challenges faced by the STEM workforce. It also builds upon the recent launch of the Tech Talent Attraction Strategy.
Canada’s capacity to stay at the forefront of science, technology, engineering, and mathematics relies heavily on recruiting top-notch professionals from around the globe.
This Category-Based Selection Draws focus on STEM fields. This initiative aims to expand the opportunities for skilled workers with STEM expertise to obtain permanent residence. Canada eagerly anticipates welcoming these talented and inventive newcomers.
The IRCC minister said that one of Canada’s notable strengths is attracting talented individuals. This newly introduced category-based selection round focusing on STEM will support our science and technology sector and contribute to its workforce by attracting a more significant number of skilled professionals essential for driving innovation and realizing growth potential in various companies. Combining our unparalleled talent attraction capabilities with the innovative prowess of our entrepreneurs, Canada stands as the premier destination worldwide for launching and expanding technology-based enterprises.
Express Entry serves as Canada’s primary application management system for individuals aiming to immigrate permanently through the CEC (Canadian Experience Class), the FSWP (Federal Skilled Worker Program), and the FSTP (Federal Skilled Trades Program), and a portion of the Provincial Nominee Program (Express Entry Based Program).
When will category based rounds of invitations start?
In June 2022, the Canadian government introduced amendments to the Immigration and Refugee Protection Act, enabling the selection of immigrants based on essential criteria that align with economic priorities, such as specific work experience or proficiency in French.
On May 31, 2023, IRCC announced the historic launch of category-based selection, a novel process designed to welcome skilled newcomers with work experience in priority occupations as permanent residents.
On June 28, 2023, IRCC Canada announced its First-Ever Express Entry Category Based Selection Draws invitations for skilled newcomers with STEM experience in Healthcare occupations. The next one is scheduled for the week of July 5, 2023.
The determination of this classification resulted from extensive consultations with provincial and territorial partners, stakeholders, and the public and a comprehensive review of labour market requirements. A complete list of eligible occupations for the newly established classifications can be found on the IRCC website.
Immigration Canada plays a vital role in Canada’s labour force growth, accounting for nearly 100% of the increase and addressing labour shortages in significant sectors. From 2018 to 2022, admissions through the Federal High-Skilled program constituted approximately 34% to 40% of French-speaking admissions outside Quebec.
What is category-based selection under Express Entry?
IRCC invites those who fit into one of the classifications they established to accomplish a particular economic purpose through rounds of invitations based on categories. According to criteria like these, the IRCC advises candidates to file applications for permanent residency.
- Communication skills in a specific official language
- Work experience in a particular Training, Education, Experience and Responsibilities (TEER) classification of the National Occupational Classification (NOC)
- Education
Category-Based Selection Draws are added to general and program-specific rounds by extending invitations to the most qualified candidates who can help Canada achieve these economic goals. The job classification that have been chosen will be disclosed in advance.
Types of rounds of invitations
Throughout the year, IRCC conduct many rounds of invites.
1-General rounds of invitations
We choose the top applicants from the pool who are qualified for one of the three programmes administered by Express Entry for invites in general rounds.
2-Program-Specific rounds of invitations
Top-ranking applicants qualified for a particular Express Entry programme are invited in rounds of invites relevant to that programme. The IRCC would only invite applicants eligible for the PNP, for instance, if IRCC was hosting a round just for the Provincial Nominee Programme (PNP).
3-Category-Based rounds of invitations
The IRCC Minister creates a category for invitation rounds based on categories to achieve a specific economic purpose. The top applicants in the pool who are qualified for this classification are then invited.
To be included in the pool, you must be eligible for one of the three programs managed by Express Entry. Category-based rounds complement general and program-specific rounds by engaging excellent applicants who can assist us in achieving specific financial objectives.
